Question:
There are no missions listed in the “Instant Action” section of the single player menu.

Answer:
When you complete a Campaign mission it will be displayed in the Instant Action field, and a new Campaign mission will be displayed in the Campaign field. User-created missions will also show up in the “Instant Action” section.
